Letting tannins mellow or letting the wine "breathe" is leaving the bottle sit open for a little after opening. This reduces the acidity level and makes the wine have less of a bite. This applies mostly to young red wines; it has less of an effect on white wines and long aged red wines due to lower acidity levels
